Officers are appealing for witnesses.
Mrs Barron's family said she was a nurse before later running her own care home, and "loved animals".
They added: "Even at 81 she was full of energy, independent and always immaculate just how we all knew her."
They said she was loved by "everyone who met her".
They concluded: "Our hearts are completely broken, and we will miss her more than words can ever say."
A Humberside Police spokesperson said a 21-year-old man was arrested at the scene on suspicion of driving a motor vehicle whilst over the specified drug limit and causing serious injury by careless driving.
